Nigeria’s fintech ecosystem is grappling with fresh uncertainty following the Central Bank of Nigeria’s (CBN) directive mandating that all payment-related data be stored and processed within the country. The policy has sparked widespread debate, with industry players questioning the readiness of local data infrastructure to handle the scale, complexity, and reliability demands of the nation’s rapidly expanding digital payments sector.

Announced in a circular dated Monday, June 15, 2026, the apex bank instructed all institutions involved in payment processing to ensure that financial data generated within Nigeria is hosted domestically. The directive is scheduled to take effect in January 2027, giving banks, fintech companies, and payment service providers a six-month window to comply.

While the CBN maintains that the move is designed to strengthen data sovereignty, improve system resilience, and safeguard the integrity of Nigeria’s financial ecosystem, fintech operators warn that the transition may place significant operational strain on the industry if local infrastructure is not sufficiently prepared.

Concerns Over Capacity and Performance

A major concern among fintech executives is whether Nigeria’s existing data centres can support the high-volume, real-time demands of the payments ecosystem. Currently, many fintech companies depend heavily on global cloud providers such as Amazon Web Services (AWS) and Microsoft Azure for core operations, including transaction processing, fraud detection, and data storage.

Under the new regulation, these services can still be used, but data must reside within Nigeria. This effectively shifts workloads from international cloud regions to domestic facilities operated by providers such as MDXi (Equinix), Rack Centre, Open Access Data Centres (OADC), Kasi Cloud, and telecom-backed infrastructure from MTN Nigeria and Airtel Africa.

Despite recent investments and expansion in local data centre capacity, industry stakeholders remain cautious. Experts point out that while infrastructure availability has improved, many of these facilities have not been fully tested under production-scale conditions required by Nigeria’s payments volume, which exceeds 14 billion transactions annually. Even minor disruptions in uptime or latency could have far-reaching consequences for millions of users.

Migration Risks and System Stability

Another critical challenge lies in the complexity of migrating financial systems from global cloud environments to local infrastructure. This process goes beyond simple data transfer—it involves system redesign, database replication, integrity validation, and ensuring uninterrupted service delivery.

Poorly executed migrations could lead to significant downtime, potentially lasting from hours to weeks, especially if contingency systems are not properly implemented. Given the scale and sensitivity of financial transactions, such disruptions could undermine customer trust and operational stability.

Disaster Recovery and Infrastructure Gaps

Fintech leaders have also highlighted concerns around disaster recovery and system resilience. Global cloud providers have built sophisticated redundancy systems, including multi-region failover capabilities and automated recovery protocols. In contrast, Nigeria’s local data ecosystem is still evolving in this regard.

A key limitation is the concentration of most data centres in Lagos, which restricts the availability of geographically distributed backup locations. This lack of multiple availability zones reduces the ability of companies to quickly recover from outages or major incidents.

Cost Implications for Startups

Cost is another significant factor. Global cloud providers have historically supported startups with credits and scalable pricing models, enabling rapid growth without heavy upfront investment. Local providers, however, offer fewer incentives, meaning startups may face higher operational costs from the outset.

While larger organizations may be able to negotiate favourable pricing, smaller fintech startups could struggle with increased infrastructure expenses, potentially affecting innovation and market entry.

Support and Operational Maturity

Technical support and operational maturity also remain areas of concern. Established global providers offer 24/7 support, automated incident management, and extensive developer tools. Although local providers are improving, many are still developing comparable service levels, which could impact response times during critical incidents.

A Path Forward

Despite these challenges, industry experts believe the transition is achievable within the six-month timeline if approached strategically. Early planning, careful selection of infrastructure partners, and phased migration strategies will be essential for minimizing risks.

As Nigeria pushes toward greater data sovereignty, the success of this policy will ultimately depend on how quickly and effectively the country’s digital infrastructure can evolve to meet the demands of a rapidly growing fintech ecosystem.
